Convert to WAV when the audio has more editing ahead of it, and to MP3 only at the very end. Every MP3 encode discards detail, so editing an MP3 and re-saving applies that loss twice — audible as a hollow, swirly quality on cymbals and sibilance. Work lossless, export lossy once.

Will converting MP3 to WAV improve quality?

No. It produces a much larger file containing exactly what the MP3 contained. The information a lossy encoder discarded is not recoverable by any means — the WAV is simply an uncompressed copy of the degraded audio.
