Why WebP rather than JPEG?

Will the text still be selectable?
No. The page becomes an image, so the text is pixels. Keep the PDF as the readable version and use the images for display, or run PDF to Text if you need the words separately.
Who cannot open WebP?
All current browsers support it, but some older desktop applications and image viewers still do not. If the recipient will open it outside a browser, PDF to JPG is the safer choice.
Can I get one image for the whole document?
Each page is rendered separately, which is usually what you want. To combine them, stitch the images afterwards — though a long document as one tall image is rarely readable.
