The dangerous window is the few weeks each spring and autumn when one region has changed clocks and the other has not. The usual gap between London and New York is five hours, but for about two weeks a year it is four. Meetings booked on a remembered offset land an hour out, and only in that window.

Why does the offset change depending on the date?
Daylight saving. Regions switch on different dates, and some never switch at all, so the gap between any two zones is not constant. That is exactly why entering the date matters as much as the time.
Which timezone should I use for a country with several?
Pick the city rather than the country. The US spans six zones and Australia three, so "US time" is meaningless — IANA names are city-based for this reason.
Is my device’s clock used?
For the current time, yes. The conversion rules come from the timezone database rather than your clock, so an incorrect device time shifts the starting point but not the arithmetic.
How should I write a time for an international invite?
Include the timezone abbreviation and the UTC offset, and let calendar software do the conversion. Sending a bare "3pm" to a global team is how meetings get missed.
